A rare overhaul of the nation's emergency planning rules for nuclear reactor accidents that came quietly down the pike last year has inflamed industry critics studying lessons from the Fukushima Daiichi disaster in Japan.
Neva Haman kept her windows shut Sunday afternoon and made sure not to leave her home, which was enveloped in a thick cloud of black smoke from the fire next door at the Iowa City landfill, still burning from the night before.
The agency's aerial surveillance program came under scrutiny last week when Nebraska's congressional delegation sent a joint letter to EPA Administrator Lisa Jackson. The elected officials asked Jackson to reply by June 10 to a list of 25 questions, including whether federal law allows such surveillance.
